TOLEDO, Ohio (AP) - Authorities in northern Ohio carried away a man protesting foreclosures at a sheriff's sale in Toledo.

Keith Sadler is a member of an activist group that fights against foreclosure evictions.

Authorities say Sadler was charged with disorderly conduct after he began blowing a whistle during the sheriff's sale Wednesday.

Sadler called the sheriff's sale legalized robbery. He said he had just received a foreclosure notice on his home in Wood County.

U.S. District Judge Sara Lioi said in a ruling Friday that the city's lawsuit failed to prove lending practices were responsible for harming the city.

She said the lawsuit amounted to an attempt to regulate banking, which Ohio law bars municipalities from doing.

The city filed notices of appeal Monday and Tuesday with the 6th U.S. Circuit Court of Appeals in Cincinnati.

"We believe our legal cause will be vindicated," Cleveland Law Director Robert Triozzi said.

Bank of America said it was pleased with the ruling. Wells Fargo said it always believed the lawsuit lacked merit.
